It seems to be the same problem as http://youtrack.jetbrains.com/issue/IDEA-81913.Most likely it was not fixed completely.

For a ticket from a bugtracking server, you can enter its ID. Context will be restored.This is not currently supported for local task, feature request is welcome.

IDEA Tasks plugin does not duplicate existing web interfaces, it just use tickets as identifiers for working contexts (changelists, opened editors etc.)

Indeed, generated XSD misses "targetNamespace" attribute. Could you please submit a ticket for that?
