The issue is resolved after I restore the default IDE settings from File | Manage IDE settings menu. Afterwards, when I import my backup settings, the issue came back (i.e no Main Menu shown). I ...

I just upgrade it to 2023.2.1 version, and I have restarted the PC. The issue still remains (as seen below).
