I know, the point I'm making is that the current UI restricts you to one context per run, instead of allowing a context per web-app (admittedly, a fairly rare need).

I have one resource root, and unless the webapp is trivial, I do not set up an exploded dir OR a war. Instead I have my webapp deploy 'in-place', since my file structure is exactly how an appserver...

Fixed. You might need to recreate your orion appserver instance so the new jars can be picked up.
