    The mere fact that IntelliJ requires the CA file while neither pgadmin, psql nor the custom application do seems to indicate that it is not entirely in control of what it is doing.

    Switched to default boot jdk.  Same problem.

    I have the same problem.  Idea 2019.2.4 on Ubuntu, newly reinstalled from toolbox.  The util.jar file is just where the log indicates it is looking: <superseded>
