This fixed the issue. I had to reconfigure all the patterns for todo labels. I would consider this an upgrade bug. One should not need to reconfigure project after upgrading - first time I recall ...

Trying with new project does not help much as I have the issue with existing bigger project upgrade… I believe it works with new ones
