I put it in PhpStorm (File | Settings | PHP) and in php.ini.phpStorm is the one having the problem I haven't tried running it in the PHPUnit interpretor.

I found that if you go to the Menu Item, "Version Control" and choose the option to "Enable Version Control Integration" or something like that, it starts working.
