Actually I figured this out:  I had accidentally dropped back to the 32 bit Intellij instead of 64, so it was using the wrong JVM, and hence not finding my certs.   Switching back to 64 bit Intelli...

If it does turn out to be the proxy settings, the IDEA developers should definitely fix this to give the user some visual cue rather than just have the program hang indefinitely.
