It's checking for a new version of IDEA.But this feature isn't really useful in an EAP build since it checks with the main site which nearly always has an older version then the one in the EAP. But...

What is something that you can attach jars/classes toit and be reuse in other projects? I thought it wasthis, but I couldn't get this to work.That was the way it worked in earlier versions of IDEA...
