My problem resolved finally. I find that failed connection to console is caused by my /etc/hosts file, which was changed before. I restored this file, now everything works. This comment is a refere...

This problem still exists for me with latest version 2021.3. When clicking Python Console, pycharm freezes and only "force quit" can close it. MacOS Montery 12.1, 2019 macbook pro 13
