Default hotkey for Refactor | Rename is Shift+F6, not Shift+F.

Where is your project folder located? On the network share? Problems you described usually happen to people who try open project from network share.

Have you ever thought about creating svn:externals instead? In this case you don't need set create open_web_lib and checkout to it from that lib repo by hands on another PC.

There are a lot of bugs with strange highlighting in phpstorm like this one. You set caret on some variable and some empty lines could be highlighted for some reason...
