It solved with uninstall and install EAP

i have disabled all plugins , it's like a new now , but it doesn't work

I've added it to the path, and yes, it works.and for `ulimit -n 1024 && phpstorm`nothing new happen and the result for `ulimit`┌──(mahmoud㉿dodge)-[/bin] └─$ ulimit -n 1024
