I've found you can side-step it to some degree by using the "Remote Debug" feature. That way you can start your application outside of the debugger (so it's not slow to start), and put a pydevd.set...

Unfortunately I don't see JetBrains participate in this forum very much. I've had better luck with the bug tracker – and this is definitely a bug.

It's under "File and Code Templates" in the IDE Settings. I set mine for Python File to # -*- coding: utf-8 -*-

I don't use nose, but breakpoints in tests (including django tests) do work for me as long as I invoke them with the "Debug" action instead of the "Run" action.
