Take a look at Maven Inheritance.  That sounds like the real solution.http://maven.apache.org/pom.html#Inheritance

I can see your point about using SVN, but I can tell you for sure that having local history built into the editor that automatically pulls in each change makes a HUGE difference.  Would it be a hug...

Don't think of it from the IDE's perspective.  That gets Eclipse or IDEA in the mix.  Think of it from Maven.  Configure the pom correctly and the IDE will follow.  It sounds like you have a librar...
