I know how to assign a shortcut key to it, but there are too many menu items to remember shortcut keys for each.

OK, so there is no way to get that icon on a Tomcat run configuration now. I need to run Tomcat as an application instead.

I have the same problem, too. It looks likehttps://youtrack.jetbrains.com/issue/IDEA-132699which is supposed to be fixed in 14.0.3 (not released yet).
