Brilliant! I can't begin to imagine why, but there was indeed a file disabled_plugins.txt which listed maven (and nothing else). Deleting it has things working just fine now. Thank you!

Build/rebuild made no difference for me, but deleting the out directory per Klaus did solve it.

This just happened to me with the 2018 1.3 nojdk update. I deleted every directory related to IDEA other than projects (which weren't open anyway) did a complete reinstall (so it was "virgin") but ...

Hmm, thanks, this moved me forward, but now I discover the installation is horribly screwed up in some way. I'll move this to a new thread, but the IDE reports that it cannot find symbols from java...
