This had me clicking around for 15 minutes, account.jetbrains.com supports loging in with user name or email address. devnet.jetbrains.com and plugins.jetbrains.com require your user name.

I rebuilt the jar and resubmitted and that seems to have fixed the problem. I didn't make any code changes, but I did change the SDK from an installation of IntelliJ to an installation of RubyMine.
