Running Win 7 64bit and this issue has not been happening here. There are times I'm faster refreshing my page then phpStorm is at saving the changes to the file on disk, but a second refresh fixes ...

2.1.2RC seems to have fixed the indexing issues I was having, I never had 2.1.1 lock up on index, but it did do a full re-index EVERY time I loaded my one project.O.

I'd have to say the bulk of your issues stem from the fact that the forum is so slow at refreshing anything you do. It definately could use some improvement.Not sure if that is the third party plat...
