After reloading PyCharm Community Edition 2024.3.1 and running the program, I get the following screen and do not know how to proceed to get the application to run.

Installing Pycharm Community Edition on new computer with Windows 11

I download the Community version 2024.3.1 from Jetbrains and it does not execute after the download is completed.
