In 2025 on Debian I find it at ~/.config/JetBrains/PyCharm_<version>/keymaps

Everyone needs to change keymap assignments, not “reformat on paste”. The “reformat” is for indentation, not other formatting. The solution is to assign “paste as plain text” to ctrl-v and shift...
