Also I was able to find some of my old pycharm folders and I noticed that they have this .idea folder whereas my current one does not.  Might this be a cause of some of the problems?

ok, I was able to add the /Library/frameworks/python3.6 etc folder to my content root and that solved the problem.

I had to hit that button with the two little antennae sticking out.  That solved the problem.
