Did you try to solution in https://youtrack.jetbrains.com/issue/IDEA-209726 ? Disabling the command that Apple snuck into Mac OS?

Same issue on PyCharm 2019.1.3 on Mac OS 10.14.4. Works if i click on a menu item (File, Edit, etc) and then press cmd+a, but not if i only press it within the editor. I tried looking up in Prefere...
