Hello, does this issue persist over restarts of IDEA? Can you check in your <home>/.sbt/0.13/plugins/ or <home>/.sbt/1.0/plugins/ if there is a file idea.sbt and what are its contents?

If you only work within IDEA, you don't need to install Scala or sbt separately.

It sounds like a problem with sbt itself. Does it also appear if you run the sbt shell form command line?
