sbt won't resolve internal repositories with proxy set when importing project (Scala plugin, no separate sbt plugin)

My friends have been making fun of me because I'm insisting on trying to get the Scala plugin working without the no-longer-developed sbt plugin. And I think I've just done it. Set 'Use sbt shell' ...

When I test connection in the Proxy settings for https://bintray.com/sbt/sbt-plugin-releases I get 'read timed out.' Can I download that to my local ivy cache?

What do I have to put in my sbt.repositories to get addSbtPlugin("org.jetbrains" % "sbt-structure-extractor" % "2017.2"),addSbtPlugin("org.jetbrains" % "sbt-idea-shell" % "2017.2") to work?
