Create a scratch java file (File > New > Scratch File). You can run a scratch file by clicking the Run icon in the gutter.

After doing a little bit of experimentation, there is 1 terminal tab in 1 of my projects that remembers its last directory (out of 2 projects and about 6 tabs) ¯\_(ツ)_/¯

Thanks for the reply. I was not sure if the functionality was already in there or not. I'll keep an eye on that bug report.
