Is there a way to use a webpack config file in a project that doesn't actually use webpack, just to trick PHPStorm into resolving module aliases correctly?

Needs update for 2020. There is no "Preferences -> Editor -> File Types" (at least not in PhpStorm).

Is it still the case in 2019 that PHPStorm offers a poor, limited subset of string manipulation functions for Live Templates and no way to extend it?

Serge Baranov's answer is wrong. The runConfigurations folder exists in the .idea folder of the "main" project i.e. "workspace". That is, if you create a project "foo" and then create project "bar"...
