I got the similar error “error: unmappable character for encoding Cp1252”. I just Invalidate caches from file menu, and check all checkboxes checked. It fixed the problem

None of the solutions helps, but I noticed a person posted a screenshot containing META-INF folder inside artifacts which gave me a hint. IntelliJ does not create META-INF in the root folder, thus ...

Oh didn't know. I figured out the problem, the text was encoded as Chinese GB2312 which IntelliJ doesn't support. I converted to UTF-8 via Encoding menu on Notepad++, and it works now on IntelliJ

Yeah so hard to make GUI in Java. WinForm in C# is far easiest
