there is no build-log or build-log-jul.properties. Also, there is no bin/log.xml to enable DEBUG level log.

I see. I got it. I am using Typescript. BTW, I was introduced to this page by https://youtrack.jetbrains.com/issue/VIM-25/VIM-code-paste-should-be-smarter#focus=Comments-27-6796149.0-0

In the article, it says "For the more verbose logging edit build-log.properties file,". Where is build-log.properties localed?
