Thanks, I didn't know about the Restore Default Settings option, but I did use the Repair IDE - sadly, that didn't help either. I will check out the workaround. Thanks for the link!

Update: Now I've completely removed all 3rd-Party plugins, then completely uninstalled all JetBrains IDEs (from Toolbox), deleted all IDE config files and directories in %appdata%, re-installed Php...

Forgot to mention: You can do this for almost any WSL binary. Even sudo.
