Problem solved. There was an old version of PhpStorm (2020.3) still on disk, and that was getting launched in place of the new version (2023.2).

PhpStorm 2023.2 crashes on startup - macOS Monterey

macOS Monterey, MacBook Pro (Intel), PhpStorm 2023.3 After installing PhPStorm 2023.3 update, the app crashes upon startup with an "internal error" splash screen:

I had the same problem after updating to 2018.3, and I confirm that Brian Mcclure's method above fixed the problem.
