It was disabled and apparently disabled is the default state for me (it reverts to disabled when I click Restore Defaults button). Now it works, thank you for help.

This is really strange, I have "old" layout in 2022.1.3 Build #IU-221.5921.22, built on June 21, 2022 but apparently new layout was released almost a year ago? Thanks for the reply.

Still shows. I detached session from file, closed file then closed everything inside Services tool window: and when I open file it shows the toolbar and creates a session automatically:
