Go to File > Project structure. Which SDK do you have? I believe you need to have the intellij SDK for this to work.

I am using Devkit. I tried passing the parameter as 'Program Arguments' but it didn't work.

I created a file like this, ~/.IdeaIC2019.3/system/plugins-sandbox/idea.properties   It has no impact.
