No specific steps (that I'm aware of), it seems to happen randomly. It seems like all the menus and shortcuts stop working. For example, even if try to use top menu - Tools, Window, etc. - it doesn...

Having the same issue as well on Mac for phpStorm - version 2019.2 Very annoying - the only fix is to close phpstorm completely and restart it.
