Good news. I've just confirmed that this is working correctly in 2019.2.2. Unfortunately I can't use that version yet, but hopefully that helps you track the bug down.

Actually, I just found another hint. It's not only the command line. I tried double clicking on the ipr file and had the exact same thing happen. The first works and the second doesn't. I'll up...

I'm having the exact same issue. I'm on Windows with the latest 2019.1.4. The first project loads fine through the command line, but subsequent ones do not. Opening from within Intellij is fine....
