I am seeing the same issue.  I did not have the issue in PycharmPro 2019.1.3, but we recently upgraded to PycharmPro 2020.1.3 and started having the problem.

1. Community
2. PyCharm
3. PyCharm run succeeds but debugger fails with error OSError: [Errno 2] No such file or directory
