I will, and thank you for the pointer. I would love to know the rationale. As a somewhat new user, it's quite surprising that this was the design chosen.

I did a complete reinstall of 2021.1.2 and then 2021.1.3 as described above (scrubbing all config directories), and 2021.1.2 worked as expected.
