I resolved this issue by downloading 2021.2.3 from JetBrains website (I had 2.2).

I'm having this issue as well. The Intel version with Rosetta was working perfectly fine, I got a notification to upgrade to M1 thought why not it should be faster, won't launch. Installed openjdk ...
