Apple M1 Max, OS 13.4.1. The issue was fixed by: 1) adding -Dsun.java2d.metal=false 2) Mac setting -> Desktop&Dock -> Menu Bar -> Automatically hide... set to "never"

Disabling the screen mirror fixed the issue. Settings -> Displays -> Advanced -> Disable "Allow your pointer ..."
