Does it work if you copy the used command from the Run tool window and execute it from the command line outside of IntelliJ IDEA?

Try to move your project to another location on your drive without any special characters.

Try adding  -Dfile.encoding=UTF-8 under Help | Edit Custom VM Options and restart the IDE
