Move welcome window to other screen

I have three screens [1][2][3]. Screen #2 is the main one. When I open PyCharm (Window: Welcome to PyCharm), it opens to screen #1. When try to move a window to monitor #2 or #3, it is moved back. There is no way to move it to another monitor. On monitor #1, the window moves correctly within the monitor.

PhpStorm 2022.3.3 is also installed - there are no such problems on it.
