https://plugins.jetbrains.com/plugin/7785-go-aop-framework is not developed and maintained by JetBrains, it's not updated for the last 5 years, please use Issue Tracker or lisachenko.it@gmail.com to contact the author to fix it.
For the Ini plugin, the latest version supports IDEA 231, may you try to delete the old version and install the plugin again?
for the PHP Annotations plugin, may you try update the PHP plugin in the IDEA first? Click Settings | Plugins, remove the old version of PHP plugin and install the new version.
