Missing DataBase tools in IntelliJ 2016.3. Database does not show up in Preferences -> Tools or does Database Support shows up in Preferences -> Plugins

Make sure you run IDEA Ultimate. Reinstall from http://www.jetbrains.com/idea/download/index.html.
