Hello.
My Intellij IDEA, "Performing VCS refresh" and "Refreshing VCS history" are too late.
I can not do my job. What are they doing?
This occurs every commit or update.
IntelliJ IDEA is Ultimate 2016.3.4.
Heap is 3,072MB.
VCS is Subversion v1.9.5 (TortoiseSVN binary)
Project is Maven project.
the project has 18 modules.

Usually, is caused by a huge number of unversioned files or files with the ignore property set.
To find out the exact reason Debug log is needed.
I created a ticket for you to troubleshoot this further.
