Local history

I deleted a file that I shouldn't delete, and now when I'm trying to restore it from local history in retrieves a file with 0 bytes, please help me, that file is very important for me.

Someone suggest me to create an empty file with the same name and then restore but actually doesn't work, it's still empty, also the local storage is too slow it takes like 2 hours to load the history of a single file.
