When I press the quotes, the quote is not put, but when I press 2 times, the quotes appear and the cursor is outside the quotes, it's not very convenient. How to fix this problem? In the old version this was not.

In my case, in PyCharm 2017.1.2 whenever I enter a quote in the editor (considering that there is no unterminated string literal under the caret) a pair of quotes is inserted. Then, if I press the same key another time, the caret moves past the last of that two quotes. As far as I know, this behavior hasn't changed in the last release.
Could you please give us more details? For instance, a screenshot of (better) a short screencast demonstrating what's going on.
I had the same issue, problem occurs only on mac and actually it is quite annoying.
To solve it simply change the mac keyboard from US international to any other.
