How to get the New Android Support jar ? (10.2.3.1)

I know Android Studio is base on IntelliJ IDEA  2016.2 

but  

the  Plugin - Android Support at IntelliJ IDEA  2016.2  is old version  10.2.0.0 or 10.2.2.2

the newest stable  Android Support Plugin is 2.3.1 @ Android Studio  .

i try to get it by  Android Studio  

but when use the jar  @  2016.2 U or 2017.1C or 2017.1 U 

the openapi.jar  will crash !!  because lost some class or method !!!

how to fix it ?
