When are floating licenses grabbed and released?

I'm evaluating jetbrains' products for my organization and I was wondering when are licenses grabbed and released.
Is a professional license grabbed every time a developer starts an IDE (e.g. PyCharm), or is a license only grabbed when the developer uses a feature which requires a professional license (e.g. running a remote debugger in PyCharm)
Is a developer's license released after a number of days, when they close down their IDE, or when they are no longer using a feature which requires a professional license?
Are floating licenses like this possible for small teams, or only for organizations with 50+ licenses?

If we are talking about floating licenses then we have this algorithm:
When IDE is started it should be activated, so it connects to license server and gets floating license ticket. It automatically renewed if it's possible to connect to license server. If there is no connection for 48 hours license became unblocked.
There is no difference what features are used. There are just two versions - Community and Ultimate. Ultimate should be activated/licensed.

Seems all depends on number of licenses and users. If there are 3 licenses and 10 active users - you definitely will face issues with sharing licenses.
