Probleme with ADV Manager and Sdk Manager

Hi guys, 

It seem to me that if I load a java project into IntelliJ (a random project), the ADV manager and the SDK manager are disable, meaning that the are in the toolbar, but the buttons are not active. But if I load an android project, those button are active again. 
How to fix this minor problem? I need to import some lib into the project? 



OS: macOS Sierra, 10.12.5
