dies without warning or logg, multiple versions

I recently tried to updated from a very old version of PyCharm ( I'm sorry i dont know the exact version but it was with the old orange design). It worked but was frustratingly slow at times. 

I have now tested every version from the latest down to 2016.2.3 and the issues are the same with all of them:

1. crashes / dies without warning och log entry when browsing project directories. (as in clicking the project folder name in the "breadcrumbs" part about the ide window.

2. uninstall from windows add/remove program does not work (uninstall.exe in program folder works)

Things ive tried includes but are not limited to:

1. updated java

2. tried different versions of python

3. tested the "download and install JRE x86 by jet brains" option.

4. deleted all old jetbrains settings, data and folders

5. delete project settings.(.idea)

Currently installed version is:

PyCharm Community Edition 2017.1.3
Build #PC-171.4424.42, built on May 10, 2017
JRE: 1.8.0_112-release-736-b21 amd64
JVM: OpenJDK 64-Bit Server VM by JetBrains s.r.o
Windows 10 10.0
