Specifying a number of tabs as 1 does not work in the newest version (Version: 2017.1.4 Build: 171.4694.29)

I have only one tab as the tab limit in WebStorm. In Version 2017.1.3 (Build: 171.4424.63) it behaves as normal but in the new version (Version: 2017.1.4 Build: 171.4694.29) it does not honour this setting.

Is there a new setting I'm missing or is this a bug?
