Serial exception permission denied

Hi,

trying to use Pyserial with Pycharm on Window 10. Pycharm keeps throwing Serial exception permission denied COM*.

I know what the issue is, and I fixed it on Ubuntu, but am not getting it on Windows. I tried changing the COM port, I changed the interpreter and I ran Pycharm with admin rights, nothing worked.
